According to US News article, "Drowning is the leading cause of accidental injury and death among American children aged 1 to 4, and can occur in as little as two inches of water."

One expert in the article says that watching a child in the water every second is "crucial to keep children safe when they're swimming or playing in the water."

Dr. MaribethChitkara, an associate professor of clinical pediatrics and a pediatric hospitalist at Stony Brook Children's Hospital in New York, agreed. "The single most important thing is to never take your eyes off children who are in the water. Not even for a few seconds. Nine out of 10 drowning deaths occur when a caregiver is supervising but not paying attention."

Dr. Michael Gabriel of GPM Pediatrics commented on the article. "Parents may not realize that water as shallow as two inches can be dangerous for children. Even if you think a child is safe or being watched, there should always be someone who is 100 percent designated to keep their eyes focused on the children at all times while they play in water."
