ntral Procurement Agency whose primary role is to coordinate the procurement activity for commodities and services on Statewide Contracts and manage the Commonwealth's e-procurement system, Comm-PASS.  All Government entities as well as other identified eligible entities may use Statewide Contracts and Comm-PASS.  OSD Training and Outreach routinely meets with eligible entities to provide free training on Procurement (based on 801 CMR 21.00), Comm-PASS, and to educate them on Statewide Contracts and OSD Programs and Services.
