UP Government Fixes Work Schedules for Provincial Medical Service Doctors

The Government of Uttar Pradesh has decided to take action against erring Provincial Medical Service doctors. The Government has now fixed the number of patients //to be treated at the district hospitals, community and primary health centres so as to stop the 'popular' practice of doctors, who arrive late and leave the hospital early, at least an hour before their duty gets over.

The director-general (health), has issued a fresh order fixing the number of surgeries, pathology tests, ultra-sound, X-rays, indoor admission and plasters that have to be done each day. The order also imposes the staffs that are posted at the district women's hospitals to comply.

The new order states that, every medical officer posted at the PHC would have to examine at least 20 new patients daily and a total 500 patients every month at the OPD. The medical officer who is posted at block level primary health centres (PHC) would have to examine a total of 750 patients every month and 30 patients daily. Every medical officer posted at the community health centres (CHCs) will have to examine 500 patients every month and 20 new patients daily.

According to the latest order, as many as 3000 new patients should be treated every month jointly by the doctors posted at the CHC. The order also makes it mandatory for the indoor admission to be not less than 100 patients at the CHC and at least 30 patients at the PHC every month. It also further states that at least four X-rays every day, 300 pathology tests and more than 100 surgeries should conducted every month at the CHC.

With respect to the district hospitals the order specifies that every medical officer posted there would have to examine 1000 new patients every month. The monthly indoor admission at the district hospitals has been fixed at not less than 300 patients. The order specifies that the doctors there would have to conduct about 20 major and 40 minor surgeries every month and that the orth opaedic surgeon should conduct at least 50 surgeries. The ultra-sound tests and X-rays have also been fixed at around 75 and 120 every month at the district hospital. And the doctors at the district women's hospitals have been asked to conduct at least 50 surgeries every month.

Dr Shantimal Singhavi the Chief Medical Officer has said that in observance to the order a circular had been issued to the CHC superintendents, chief medical superintendents of district hospitals and PHC heads. He explained that the main objective of the order was to ensure that medical and health services reaches to a large number of patients. He further stated that this order would also ensure that the government doctors would be more serious in going about their duties. He also added that with the standards of work expected being fixed, there would be strict action taken against all the medical officers who fall behind targets. He also warned that there would be an efficient system to ensure that the patient’s data would not be tampered with.
