Elders in Scotland Inappropriately Charged For Free Food

Elders in Scotland are being wrongly charged for free services such as making a cup of tea or toast, revealed a survey conducted by charity Age Concern Scotland//. Legally, such food preparation techniques that fall under free personal care should be delivered free of cost.

The thirteen councils that have been blamed for doing so are currently involved in discussion with the Scottish Executive, in an attempt to resolve the issue. A similar confusion that had taken place the previous year, in the Western Isles Council was settled by provision of refunds to the oldies.

The Scottish executive has indeed admitted that there has been a violation of the law. It has further sought legal advice regarding the issue. The provision of free personal care was introduced as a part of the Community Care and Health Act in Scotland, in the year 2002.

Although it has been made transparent that support with the food preparation is incorporated in the scope of free personal care policy, a majority of the organizations seem to be confused over the same.

In view of the present situation, it is high time that the officials educate individual councils regarding interpretation of the guidance. They should be alerted about the purpose of such a service, sought by those who may require assistance.
