business. The overall MLR declined 50 basis points during 2007,
to 87.1 percent. The decrease was the result of significant improvements in
the Commercial MLR, and relatively stable Reform MLR, offset by an increase
in the Medicare Advantage MLR.
Operating expenses declined by $8.4 million, or 5.4 percent, to $148.1
million, compared with last year. The decrease is primarily attributed to
lower direct costs in the Reform business resulting from the reduction in
volume. The segment's operating expense ratio fell by 30 basis points, to 11.2
percent.
