The Texas Medicaid & Healthcare Partnership (TMHP) is a coalition of contractors headed by Affiliated Computer Services Inc. (ACS) State Healthcare, LLC. On January 1, 2004, ACS, under contract with the Texas Health and Human Services Commission (HHSC), assumed administration of Medicaid claims processing and the Medicaid primary care case management (PCCM) program. ACS and its team of subcontactors meet new consolidated Medicaid responsibilities under the name of TMHP.
