Popularity Causing Several Week Lag In Delivery Of 'Plug In' Device To Start Saving On Electricity Between 8% and 20%

This remarkable device, which actually comes in pairs, saves 8% - 20% on electricity for a home, apartment, condo, or townhouse. How does it work?
