Company Restructures to Manage Growth

SAN FRANCISCO, Jan. 9 /PRNewswire-USNewswire/ -- Blue Shield of California has restructured its senior leadership as part of an effort to manage the company's rapid growth and pursue new strategic initiatives. Acknowledging the contributions of executives who have helped to spearhead the company's success, Blue Shield chairman and CEO Bruce Bodaken today announced the following organizational changes:

  • Paul Markovich, previously senior vice president of the company's Large Group Business Unit (LGBU), has been promoted to executive vice president and chief operating officer. He will oversee a new organizational structure which includes Health Care Services, Network Management and two new business units that offer medical and specialty benefits coverage to large and midsize groups.
  • David Joyner, previously senior vice president for network management, will be given profit and loss (P&L) responsibility as senior vice president for a newly structured Mid/Large and Specialty Benefits Business Unit, reporting to Markovich.
  • Juan Davila, previously vice president, network management, will become senior vice president for network management, also reporting to Markovich.
  • Janet Widmann, previously vice president, Labor, Public and Strategic Accounts, will now oversee the CalPERS Business Unit, as well. She will continue to report to Markovich.

"Giving greater responsibility to these exceptional leaders rewards their role in our past success and positions us well for future growth," said Bodaken. "This restructuring enables me to devote more time to major strategic initiatives, personal outreach to key business partners, and national healthcare policy advocacy."

An 11-year Blue Shield veteran, Markovich brings extensive P&L experience coupled with multi-faceted product marketing expertise to his new role. As leader of LGBU, he grew membership by recruiting new sales leadership and developing a large group product that added more than 150,000 members in two years. In his earlier role as head of the CalPERS Business Unit, Markovich oversaw consolidation of the CalPERS HMO business, growing Blue Shield's membership by 350,000 and revenues to $1.3 billion. His previous experience includes work for Definity Health, MyWayHealth and Booz-Allen & Hamilton. He graduated Magna Cum Laude from The Colorado College and earned his graduate degree as a Rhodes Scholar at Oxford University.

"I am delighted to assume these additional responsibilities," said Markovich, "and especially look forward to working with David, Juan and Janet to continue to serve our customers well, grow the business, and advance Blue Shield's not-for-profit mission."

Joyner joined Blue Shield in 1998 as VP of Strategy and Corporate Development, and has led network management since 2002. Before joining Blue Shield, he served in varying senior leadership roles with Vivra Specialty Partners, including president; and was a manager and consultant at Bain & Company. Joyner graduated from the University of Oxford with an M.A. in Chemistry and received his M.B.A. from the Wharton School of the University of Pennsylvania.

In his two years at Blue Shield, Davila has played a key role in establishing and executing network management strategy, and helped to build Blue Shield's first Spanish-speaking provider network. He came to Blue Shield from Health Net of California, where he served as vice president of Network Management. He received his M.B.A. from the University of California, Irvine.

In her six years with Blue Shield, Widmann played a key role in winning the CalPERS account and has significantly increased Blue Shield's labor, public sector and large private sector business, adding more than 300,000 new members in the past three years. She holds a B.S. degree in Health Administration from California State University, Northridge and an M.S. in Health Administration from the University of Southern California.
