The bureau develops and implements comprehensive health, education and rehabilitation programs for the prevention, intervention, treatment and case management of drug and alcohol abuse and dependence -- particularly among youth. The PLCB is an independent state agency that manages the alcohol beverage industry in Pennsylvania. In the past fiscal year, the PLCB allocated more than $3 million for alcohol education and prevention programming and its "zero tolerance" policy has prevented more than 900,000 attempts by minors to purchase alcohol in its retail stores.
