MARC Coalition Formed to Advocate for Medicare Secondary Payor Reform

WASHINGTON, Nov. 25 /PRNewswire/ -- A group of major employers, insurance companies, third party administrators and lawyers have joined together to form the Medicare Advocacy Recovery Coalition (MARC), a broad-based group to advocate for Medicare Secondary Payor reform. The group has selected Roy Franco from Safeway and Katie Fox from MedInsights, Inc. to lead the coalition.

"Our goal is to make it easier for Medicare beneficiaries to settle claims and ensure that they receive uninterrupted Medicare payments for claims, while ensuring that the Medicare program and other stakeholders work together to ensure that the program operates efficiently, effectively, and economically," said MARC co-chair Roy Franco, who also serves as director of risk management strategies for Safeway. "Medicare is embarking on a new, and potentially massive, program involving liability claims; we look forward to working with the Center for Medicare and Medicaid services as they do."

MARC's objectives are to:

  • Ensure that Medicare beneficiaries receive coordinated and uninterrupted coverage for claims involving secondary payer issues;
  • Provide coordination, collaboration and communication among the member organizations regarding Medicare reimbursement and recovery policy.
  • Formulate policy recommendations to affect the member interests with respect to Medicare reimbursement and recovery procedures.
  • Develop and implement a legislative and regulatory strategy to enhance Medicare reimbursement and ensure that the secondary payer program works effectively, efficiently and economically.

"We as an industry need to ensure beneficiaries receive seamless coverage," said MARC co-chair Katie Fox, who also serves as the manager of the Medicare Secondary Payor Compliance and Resolution Unit for MedInsights, Inc. a GAB Robins company. "We already have a base of support and look forward to working with the Congress and CMS in partnership."
