Before joining the Insurance Department, Adams worked on Medical Assistance issues in Wisconsin; at the Mayo Clinic in Minnesota; and was vice president of practice operations from Alliance Ventures Inc., a subsidiary of Highmark that operated physician practices in the western third of Pennsylvania.

Adams, 60, holds a bachelor's degree from State University of New York at Stony Brook, a Master of Science in Industrial Engineering from the University of Wisconsin at Madison, and a Master of Public Administration from UCLA. He lives in Mechanicsburg with his wife and has three adult sons.
