Bringing a blend of seasoned public health advocacy and regulatory know-how, the MARC health care team complements and broadens our health care practice group's policy experience. The team is well respected before the U.S. Congress and the Department of Health and Human Services, including the Centers for Medicare and Medicaid Services, Agency for Healthcare Research and Quality, and the National Institutes of Health. The team includes a former CMS official, a former Medicare Carrier Director, and a coding expert and delivers a new technical and strategic regulatory/reimbursement capability for the firm. These additions will benefit our health care practice and enable our firmwide interdisciplinary Health Law & Life Sciences Team to offer deeper regulatory capabilities to existing health care clients.
Randolph Fenninger joins as a Senior Policy Advisor. Fenninger has more than 30 years experience representing healthcare clients before Congress, the Executive Branch, independent regulatory agencies and public and private health plans. After nine years in government relations with the American Medical Association, he joined MARC Associates as a partner in 1985.
Ellen Riker joins as a Senior Policy Advisor. Riker has 25 years of legislative, regulatory, and operational expertise in Medicare, and other federal medical research and health policies. She served six years on the Professional Staff of the House Energy and Commerce Committee, working on public health and Medicare issues and several years in hospital administration.
