Fujitsu PalmSecure and HT Systems' PatientSecure Selected by ValleyCare Health System to Protect Patient Records and Comply With New 'Red Flag' Regulations

Palm Vein Recognition Technology Protects Patient Privacy and Safeguards Electronic Medical Records to Help ValleyCare Comply with Federal Trade Commission's new Identity Theft Regulations

SUNNYVALE, Calif., Nov. 3 /PRNewswire/ -- Fujitsu Computer Products of America, Inc., a leading supplier of innovative computer products including hard disk drives, peripherals and biometric security solutions, today announced that ValleyCare Health System in Pleasanton, Calif. is using the Fujitsu PalmSecure(TM) palm vein authentication technology as part of its new Patient Access Lifetime Match (PALM) patient registration and identification system. ValleyCare is the first hospital in California -- and the third in the U.S. -- to use this solution. PALM is HT Systems' PatientSecure system that integrates PalmSecure with Siemens MedSeries 4 Hospital Information Systems to provide ValleyCare with a highly accurate, non-intrusive verification method for effectively identifying patients. The combined solution protects patient privacy, safeguards Electronic Medical Records (EMRs) and helps ValleyCare comply with the Federal Trade Commission's (FTC) new Identity Theft "Red Flag" regulations by enabling administrators to quickly identify, detect, and respond to medical identity theft.

Beginning November 1, 2008, the FTC requires healthcare providers to develop programs to safeguard against identity theft to comply with the Identity Theft Red Flag regulations as part of the Fair and Accurate Credit Transactions (FACT) Act. Providers are required to implement policies and technologies to ensure that patients do not receive improper care and that they are not incorrectly diagnosed because their medical records have been compromised and/or are tainted with another patient's information. The Red Flag regulations also require providers to secure patients' medical records to prevent them from becoming victims of identity theft. ValleyCare's PALM patient registration and identification system helps the hospital comply with these requirements by providing a highly accurate form of authentication that cannot be tampered with or bypassed.

Fujitsu PalmSecure uses a near infrared light to capture a patient's palm vein pattern, generating a unique biometric template that is matched against a database of enrolled users' palm vein patterns. This advanced, vascular pattern recognition technology provides a highly reliable type of authentication -- PalmSecure's false acceptance ratio is just 0.00008 percent -- in a form factor that is non-intrusive, easy to use and generates extremely fast comparisons. HT Systems' PatientSecure solution provides the critical link between the biometric data and the existing EMRs, allowing hospital staff to quickly access the record, ensuring the right care is given to the right patient, assist in identifying John or Jane Does and preventing medical identity theft. The combined solution enables ValleyCare to identify, detect, and respond to medical identity theft and provide prompt and accurate patient identification.
