Former Massachusetts Attorney General Scott Harshbarger Joins Casner & Edwards
Date:11/17/2015

Boston law firm Casner & Edwards, LLP announces that former Massachusetts Attorney General Scott Harshbarger has joined the firm as Senior Counsel in the Litigation and Nonprofit departments. He joins from Proskauer Rose LLP where he was Senior Counsel in that firm’s White Collar Defense & Investigations, Not-for-Profit and Corporate Governance Practice Groups, and chaired the firm’s national Pro Bono Initiative.

For more than a decade, since his tenure as CEO of Common Cause in Washington, D. C., Harshbarger has specialized in providing strategic counsel for corporate investigations and defense, business ethics, compliance and risk management, corporate and governance, and government regulation. His distinguished career has included major public office, nonprofit executive management, numerous board directorships and private legal counsel.

John T. Morrier, Casner & Edwards’ Managing Partner, said, “We are very excited to welcome Scott to our team. His public and private sector experience enhances the firm’s business counseling, regulatory and litigation capabilities, particularly for nonprofit organizations, health care and higher education institutions. His strategic counsel and problem-solving skills are a valuable addition to our practice and an asset to our clients.”

Commenting on his move to Casner & Edwards, Harshbarger said, “Casner & Edwards has a great reputation from clients and legal peers for providing sophisticated counsel attuned to specific client needs. Casner offers an ideal platform to continue leveraging my public sector and public policy background with my regulatory and governance practice on behalf of my colleagues and our clients in a collaborative environment.”

Harshbarger had a long and successful public service career as a public defender, civil rights attorney, Middlesex District Attorney and Massachusetts AG. While AG, Harshbarger was recognized as a national leader, not only as the elected President of the National Association of Attorneys General (NAAG), but for major consumer and public protection initiatives like the Hospital and HMO Community Benefit Guidelines, the Elder and Disability Protection Projects, Conflict Resolution and Safe Neighborhood Initiatives against urban and family violence, tobacco and handgun manufacturers, white collar crime, public corruption, and insurance and health care fraud.

From 1999-2002, Harshbarger served as President and CEO of Common Cause in Washington, D.C., the national nonprofit citizens’ lobby, public interest advocacy and government and corporate watchdog group founded by John Gardner.

Since returning to private practice, Harshbarger has continued to be involved in public policy reform, serving as the head of Governor Romney’s Commission on Corrections Reform (2003-2005), chair of the Blue Ribbon Commission on Public Pension Reform, vice-chair of the Ethics Resource Center, chair of the SJC Task force on Hiring and Promotion in Probation, and in the Judicial Branch (2010-2011), a member of the SJC Court Management Advisory Board (CMAB), and chair of the Advisory Board for the Rappaport Center for Law and Public Policy at Boston College Law School.
