Buc, Levitt, Lumpkin and Miller Garner Prestigious Awards
WASHINGTON, Nov. 17 /PRNewswire-USNewswire/ -- Nancy L. Buc, Geoffrey M. Levitt, Dr. Murray M. Lumpkin and Dr. Sanford A. Miller are the recipients of the 2009 Food and Drug Law Institute (FDLI) Distinguished Service and Leadership Awards, FDLI announced today.
Since 1993, FDLI has selected award winners representing four sectors of food and drug law: government, industry, law firms and consulting. The awards are based on service, leadership and contribution to the food and drug industry, one of the largest sectors of the U.S. economy. The awards were announced by William B. Schultz, Esq. a partner at Zuckerman Spaeder LLP, in Washington, D.C., and chairman of FDLI's Board of Directors and Awards Committee.
Nancy L. Buc, the law firm award winner, is a partner in the law firm of Buc & Beardsley in Washington, D.C. She served as General Counsel for the Food and Drug Administration from 1980-1981. During an earlier period of government service, she served as Attorney-Advisor to the Chairman of the Federal Trade Commission and Assistant Director of that agency's Bureau of Consumer Protection. A member of the Institute of Medicine's Committee on Contraceptive Research and Development, she also was a member of the National Institutes of Health's Recombinant DNA Advisory Committee and its Consensus Panel on Effective Medical Treatment of Heroin Addiction. Buc served as a member of the Office of Technology Assessment's Advisory Committee on New Developments in Biotechnology and its panel on Government Policies and Pharmaceutical Research and Development. She also was a member of the American Bar Association Antitrust Law Section's Special Committee to Study the Federal Trade Commission and is now a member of FDLI's Board of Directors. Geoffrey M. Levitt, the industry recipient, is Associate General Counsel and Chief Regulatory Counsel at Wyeth, where he is responsible for a wide range of legal/regulatory issues related to Board of Health regulation and compliance worldwide. Prior to joining Wyeth in April 2001, Levitt was a partner and co-chair of the food and drug law group at Venable, Baetjer, Howard & Civiletti in Washington, DC. He has published and lectured extensively on food and drug law, and is a past member of the editorial board of the Food and Drug Law Journal and a current member of the editorial board of the FDA Advertising and Promotion Manual. His most recent publications include the book Competitive Challenges in the Drug Approval Process: Generics, Hybrids and Follow-on Biologics (2005) and the chapter "The Drugs/Biologics Approval Process" in A Practical Guide to Food and Drug Law and Regulation (Food and Drug Law Institute, 3d ed. 2008). He earned his J.D. from Harvard Law School and his B.A. from
Murray M. Lumpkin, M.D., M.Sc., the government award recipient, is the Senior Medical Officer in the Office of the Commissioner, at FDA. He oversees the Office of International Programs, Office of Pediatric Therapeutics, Office of Combination Products, and coordinates FDA responses to several national public health issues. Between Commissioners, he served as the deputy to the acting commissioner. He previously served as Deputy Center Director (Review Management), Center for Drug Evaluation and Research (CDER), FDA. His main responsibilities included oversight and management of the five Offices of Drug Evaluation and their 15 new drug review divisions, the Office of Biostatistics, the Office of Post-marketing Drug Risk Assessment and the Advisory Committee Staff in (CDER). In addition Dr. Lumpkin was responsible for the creation and implementation of management initiatives to assure that CDER met its product review performance goals established in conjunction with the Prescription Drug User Fee Act of 1992. He has received several awards including the FDA Commendable Service Award in 1991, the Public Health Service's Special Recognition Award for Productivity in 1992, the Commissioner's Special Citation Award in 1993 and 1994, and the Presidential Senior Executive Meritorious Award in 1996.
