Catherine Finley and Tucker Shumack Each Bring Nearly a Decade of Hill Experience to Firm

WASHINGTON, Jan. 15 /PRNewswire-USNewswire/ -- Capitol Counsel LLC announces the addition of two new principals, Catherine Finley and Tucker Shumack, who both have nearly a decade of experience working on Capitol Hill.

Catherine Finley, as staff director for the Senate Special Committee on Aging, oversaw operations of the committee on behalf of Senator Gordon H. Smith (R-OR) during both his tenure as chairman and his tenure as ranking member. Ms. Finley was responsible for leading Senator Smith's Health and Human Services (HHS) legislative agenda related to the Senate Finance Committee, the Senate Health, Education, Labor, and Pensions Committee, and the Senate Appropriations Subcommittee on Labor, HHS, and Education.

Ms. Finley worked on legislation involving Medicare, Medicaid, the State Children's Health Insurance Program, health-related taxes, disability and welfare programs, public health programs, the Food and Drug Administration, aging issues, vaccine programs, and regulation of health insurance.

Prior to working for Senator Smith, Ms. Finley served as senior health policy advisor for Senator Olympia J. Snowe. Ms. Finley also served as director of health and human services for the Southern Governors Association.

Ms. Finley will provide strategic counsel and advocacy services for clients on health policy.

Tucker Shumack served as tax and finance counsel to Senator Olympia Snowe (R-ME), a senior member of the Senate Finance Committee and the ranking member of the Senate Committee on Small Business and Entrepreneurship.

Mr. Shumack was intimately involved in negotiating such legislation as the Emergency Economic Stabilization Act of 2008, the Economic Stimulus Act of 2008, the Small Business and Work Opportunity Tax Act of 2007, Tax Relief and Health Care Act of 2006, Tax Increase Prevention and Reconciliation Act of 2005, and the Gulf Opportunity Zone Tax Act of 2005.

During Mr. Shumack's service on Capitol Hill, he also worked on the legislative staffs of Congressman and then Senator Johnny Isakson (R-GA), a member of the Senate Committee on Health, Education, Labor, and Pensions, and the late Senator Paul Coverdell (R-GA), a member of Senate leadership and the Senate Finance Committee. Mr. Shumack's diverse range of experience from working for southeastern conservatives to working for a northeastern moderate makes him uniquely qualified to work with members and staff across the ideological spectrum and on both sides of the aisle.

Mr. Shumack will provide strategic counsel and advocacy services to clients on tax issues.
