BARCELONA, Spain, Oct. 2 /PRNewswire-FirstCall/ -- BEAWorld -- BEA Systems (Nasdaq: BEAS), a world leader in enterprise infrastructure software, today announced that AP-HM (Assistance Publique -- Hopitaux de Marseille) has chosen BEA WebLogic(R) Integration to support its IT modernization strategy and reengineering initiative designed to cope with the highly-challenging Hospital Reform "Plan Hopital 2007" launched by the French Ministry of Health which aims to modernize public and private hospitals.
As the Provence Alpes Cote d'Azur region's largest Hospital Center and major employer, AP-HM is a large French Public Health Institution supported by the Faculte de Medecine of Marseille, comprised of four hospitals with an aggregate capacity of over 3,500 inpatients.
One primary focus of this modernization initiative was the Hospital Information System (HIS), which had been audited internally and found inconsistent with the organization's future needs -- particularly in terms of patient tracking and monitoring, scalability of the technical architecture; reliability of IT security processes; and interoperability. Moreover, AP-HM's HIS is built on multiple, obsolete applications -- half of it mainframe-based -- and point-to-point integrations undermining all information sharing efforts.
Consequently, AP-HM implemented a process reengineering and roadmap initiative and selected BEA Systems and Capgemini to develop an interoperability platform based on BEA WebLogic Integration. "To serve over one million patients per year and leverage so many applications and operating modes, we could definitely not opt for a 'big bang' approach," explained Thierry Blanchard, Deputy Director, AP-HM.
As no packaged solution is comprehensive enough to meet its wide variety of needs, AP-HM opted for a Business Process Management approach based on a Service-Oriented Architecture and an interoperable infrastructure. This innovative vision is built on maps of a dozen of key business processes (prescription, appointment management, emergency handling, etc.) which formalize activities and identify needed IT services for further support and streamlining.

BEA WebLogic Integration provided a solution complying with our interoperability and standard usage requirements. Moreover, we wanted to develop a cluster-based architecture to ensure quality service 24/7 and the BEA solution offers full support for high-availability systems" added Frederic Laurent, IT Architect and Integration Manager.
After the validation of the integration platform, the IT department has been able to focus on process development tasks. An e-procurement project was initially implemented as part of a collaborative initiative conducted in 17 hospitals -- which has resulted a few months ago in the first end-to-end workflow. Since, six additional projects have been developed for procurement, pharmaceutics, lab management, sanitary transportation, radiotherapy, etc. About fifteen disparate applications (mainframe, J2EE, etc.) are interfaced via the EAI infrastructure to further operational streamlining initiatives.
"Nine months after going live, our platform offers a highly flexible and scalable infrastructure and advanced monitoring tools. We have switched from proprietary to industry-standards protocols, which have significantly contributed to bridging the gap between our different systems while masking their underlying complexity. Now, we can work on the deployment of a widespread HER system," added Frederic Laurent. "Another key benefit is the high availability of our systems; data flows are managed through two distinct EAI instances and the traffic is immediately routed to the second in case of failure of the first one. This business continuity mechanism can ensure high system reliability and permanent availability."
AP-HM's modernization strategy involves a comprehensive IT transformation. The Marseilles institution is achieving critical concepts such as 'central management of patient data', 'outward opening', and 'medical care continuity'. AP-HM has leveraged perpetually-reproducible architectural patterns and is now able to provide tailored service contracts; moreover, process automation has generated time and resource savings that have improved its functional organization.
