Navigation Links Supports Automated External Defibrillator (AED) Legislation in Schools in US and UK

Sudden cardiac arrest can strike anyone, even a child, at any time. Brain damage sets in an average of 5 minutes after cardiac arrest, but the average emergency medical service response time is around 11 minutes. This means that death is highly probable if an automated external defibrillator or AED is not readily available for use. In response to this dire reality, US Representative Lois Capps (CA-24) has introduced the Teaching Children to Save Lives Act (H.R. 2308) which would provide support for AED and CPR training programs for students in schools and other educational organizations.

The bill would also provide support for teachers and administrators to become certified AED and CPR instructors as well funds for AEDs in schools. Capps, who served as a school nurse and public health advocate for 20 years, is extremely passionate about the success of this bill. She states, “every second counts when someone is suffering from Sudden Cardiac Arrest, yet few people know what to do in an emergency. That is why it’s so important to teach students the life-saving skills of how to perform CPR and use an AED – skills they could use to one day save the life of a classmate, family member, or even a complete stranger. By training a generation of students in emergency response, we can dramatically reduce the rate of death from sudden cardiac arrest in our country." (Source)

Across the Atlantic Ocean, British Member of Parliament (MP) Karen Lumley has joined forces with SADS UK to petition for an AED mandate in all UK schools. Sudden Arrhythmic Death Syndrome (SADS) UK is a charity focused on providing education regarding sudden cardiac arrest as well as funding for heart monitors and AEDs. SADS UK has been working on the “Big Shock” Campaign for over a year to bring particular awareness to the need for AEDs in schools. Now, the organization along with MP Lumley are presenting a petition for AED school mandates to Parliament.

These potential pieces of legislation signal an international interest in preparing and protecting students and teachers for incidents of sudden cardiac arrest.
