Public private partnerships like the one between VUANCE and Delaware State
University are able to leverage the experience and advantages of both worlds,"

The program is being funded through the COPS office of the Department of
Justice and funding was awarded through legislations sponsored by Vice
President-elect Biden when he was a member of the United States Senate from
Delaware.
