Defense and National Security: To meet the changing nature of our security threats, a former top Pentagon official calls for a major "cultural change" in our national security and defense operations, creating a much greater level of integration of Defense, Homeland Security, State and Treasury coordinated through the president and his national security adviser. Peacekeeping and Defense: The changing nature of security threats will require more military "stability operations" peacekeeping operations, for example; efforts to return civil order rather than defeating an enemy. While the Department of Defense has recognized the need and begun to integrate State Department civil and humanitarian resources into its new Africa Command, this does not go far enough. Evidence shows that these types of military operations are most successful in support of a political settlement. This translates into a need for expanded diplomatic and humanitarian resources.
